Foreign-trade settlements, loan repayments and set-off
Loosened the 2022 rules for foreign trade: residents may receive payments to foreign accounts, accept loan repayments abroad or in cash, and settle by set-off or novation.
What it does
Decree No. 529 set a temporary procedure for obligations under foreign-currency bank account and deposit agreements and bonds, and — more importantly for companies — widened the ways in which foreign-trade settlements and loan repayments may be made. Resident legal entities may receive export proceeds and repayments of loans from foreign debtors to accounts in Russia, to foreign accounts or in cash, in roubles or foreign currency; individuals may not receive loan repayments in cash. Set-off and novation of claims in foreign-trade activity are permitted. Government Resolution No. 2433 sets the conditions for some of these operations.
Status, October 2026
In force. Set-off with unfriendly creditors remains subject to the RUB 10 million monthly cap of Decree No. 95.
