The blocked-asset swap
The only organised exit so far for type C balances: Russian retail investors' blocked foreign securities against unfriendly non-residents' trapped roubles. Two rounds in 2024, none since.
What it does
Decree No. 844 allowed Russian retail investors to tender foreign securities blocked in their Russian depositaries — up to RUB 100,000 of initial value per investor — and unfriendly non-residents to buy them with roubles held on type C accounts, through an operator, Investitsionnaya Palata. The first round closed on 12 August 2024 with RUB 8.1 billion of the RUB 35.3 billion tendered taken up; a second round in autumn 2024 added RUB 2.54 billion, a total of RUB 10.64 billion.
Status, October 2026
The decree remains in force, but there has been no centralised round since October 2024, and in October 2025 the operator said it did not plan to act again. Individual brokers arrange small bilateral exchanges under their own permits. See the securities guide.
