Roubles on foreign accounts are not caught by the Decree No. 79 ban; deductions from mandatory sale of export proceeds
The ban on crediting foreign currency to residents’ own foreign accounts does not cover roubles — including roubles later converted abroad. It also lists the costs that reduce the mandatory sale of foreign-currency proceeds.
What it says
1.1. The ban in subparagraph “b” of paragraph 3 of Decree No. 79 on residents crediting foreign currency to their accounts with foreign banks does not apply to roubles credited to rouble accounts abroad — including their later conversion into foreign currency and crediting to the resident’s foreign-currency account there, or transfer to third parties. 1.2. In calculating the amount subject to mandatory sale under paragraph 2 of Decree No. 79, residents may deduct transport, insurance and forwarding, customs payments, bunkering and supplies for vehicles, and international telecommunications.
